Center for Safety & Change provides assistance to domestic violence victims and survivors, both those who need emergency shelter, as well as those who are not interested in residential placement.
Residential services are provided at an undisclosed confidential emergency shelter. Center for Safety & Change is the only domestic violence emergency shelter in Rockland County and runs one of the few emergency shelters in the New York Metropolitan area with kosher cooking facilities.
Non-residential services are available to domestic violence victims who are not in need of, or interested in, residential placement.
A person is deemed eligible for non-residential services when they provide oral and/or documentary information to establish eligibility, regardless of income or immigration status. All non-residential services are free and confidential.

Center for Safety & Change is co-located on Tuesday and Friday from 9:00 am to 1:00 pm at the Martin Luther King Jr. Multipurpose Center.
The bilingual high-risk team coordinator meets with clients primarily from Spring Valley who are part of the High-Risk Reduction Program. The bilingual high-risk team coordinator works closely with the Spring Valley Police Department through the High-Risk Reduction Team with a goal of identifying high-risk cases of domestic violence and maximizing victim safety and offender accountability in the town of Ramapo (particularly in the village of Spring Valley).
Center for Safety & Change is co-located on Monday and Friday from 9:00 am to 5:00 pm at the Haverstraw Community Center by appointment.
The coordinator of Safe Parent/Safe Kids is co-located on Tuesday and Thursday from 9:30 am to 12:30 pm at the Rockland County Child Protective offices. In addition, the coordinator of Safe Parents/Safe Kids provides accompaniment to CPS caseworkers on home visits to provide advocacy to the non-offending parent.
Project Tikvah is a special program of Center for Safety & Change dedicated to serving the needs of Orthodox Jewish women who are being abused. Project Tikvah provides Orthodox women with an array of services including counseling by a trained Orthodox advocate, a 24-hour hotline, court advocacy and, if necessary, legal services.
